Based on the one-dimensional energy criterion of explosives shock initiation,considering the shock propagation of projectile impacting covered explosives,the relation formula of threshold velocity is obtained as V_w≈0.8 V_Fe between tungsten and steel in the same size. The formula is validated using LS-DYNA numerical program.
