The influencing factor and the influence law of the combustion property of the NEPE propellant were studied. Using an amount of high effective modifiers of reducing pressure exponent,changing the contents and the particle sizes of AP，Al，HMX and selecting suitable plasticizers can obviously reduce the pressure exponent of the NEPE propellant and effectively adjust the burning rate.
